Docs - Update `/etc/gitlab/ssl` perms in TLS docs
What does this MR do?
Update Gitaly TLS docs to specify 0755 permissions for /etc/gitlab/ssl. Using 0700 as currently recommended will cause Gitaly to fail with {"level":"fatal","msg":"open /etc/gitlab/ssl/cert.pem: permission denied","time":"2019-10-29T15:12:02Z"}
