What does this MR do?

This adds an available in GitLab Ultimate 12.5 mention next to the line that describes the Hide dismissed vulnerabilities feature, as discussed here: #9102 (comment 231915181)

Since the documentation for this feature was published before the feature was completed, we need to make it clear that it will be available in the next release.
