Fix select event triggering from cycle analytics stage

What does this MR do?

Fixes excessive triggering of the select event from cycle analytics stages, related to: !18703 (merged)

• Simplifies the stage card component
• Removes hide / remove / edit options from project level cycle analytics
• Checks where select events are triggered from so they only proceed if they originate on the stage list item
• Additional options should only appear on the hover event for a stage
