Add K3d local cluster support

What does this MR do?

• Install K3d (40Mb) in the specs container
• Add ApplicationSettings module to interact with GitLab Application Settings
• Modify k3d provider dependency check to ensure that the application setting allow_local_requests_from_web_hooks_and_services is set to true (required for GitLab to interact with local k3d cluster)
