Update time it takes to seed database

What does this MR do?

Just updating the stats to reflect reality. Might seem small, but today I didn't want to run the command because I thought I will not have the time.

time bundle exec rake dev:setup RAILS_ENV=development  
143.82s user 7.64s system 83% cpu 3:01.75 total

Still keeping it at 4minutes since these stats are from the latest MBP
