Remove horizontal lines from docs
What does this MR do?
We had a rule in the documentation styleguide about using horizontal lines after images, but we don't seem to have many occurrences. Maybe we should remove that rule. This MR also removes some horizontal lines in other places it wasn't necessary.

Ensure a release milestone is set. -
If there has not been a technical writer review, create an issue for one using the Doc Review template.
