Link users to new Smartcards certificate ldap identities on login

What does this MR do?

Fix #36808 (closed) by linking the ldap user email from ldap certificates with existing accounts, this only works for users that doesn't have an existing ldap identity, because otherwise the ldap Distinguished Name (DN) should match with the existing identity
