Add user dismiss option to broadcast messages
What does this MR do?
This MR introduces a new configuration option for broadcast messages to make them user dismissable. This option can be enabled/disabled per broadcast message by any instance administrator. This approach was chosen to not alter the default behaviour and let the administrator decide on which messages can be dismissed without harm.
Any user will be able to Dismiss a broadcast messages (persisted via cookie) if it was marked as dismissable. This is especially helpful on a mobile device, where broadcast messages cover large parts of the screen or less important / informational broadcast messages.
