Add remaining project services to usage ping

What does this MR do?

We added more project services to the Usage ping data in #31134 (closed). Here, we are adding the remaining project services to the Usage ping data.

All the services follow the convention of projects_<service>_active as a key. We are also keeping projects_slack_notifications_active and projects_slack_slash_active for backward compatibility.
