Limit full path search to certain places only

What does this MR do?

This is a follow-up to !20659 (merged).

When that MR was deployed, we saw timeouts when doing instance-wide project search. This MR limits the full path / name searching to certain places where the projects are already limited by a group or a user's authorized projects.

This limits the feature to the following dropdowns:

• Group issue page

  

• Move issue dropdown

  

• Create issue in group board
