This change makes CI use the primary database as a fake replica to exercise the EE load balancer logic. This might have helped catch an initializer inconsistency in https://gitlab.com/gitlab-com/gl-infra/infrastructure/issues/8729.

This mimics what we are doing in the GDK with gitlab-development-kit!981 (merged).
