Cancel running pipelines when merge request is dropped from merge train

What does this MR do?

This MR cancels running pipelines when merge request is dropped from merge train because it's meaningless to keep running pipelines for merge train.

This save some computation resource from runners and effectively resolve #35138 (closed).
