Use `AppMultiLogger` for application logging instead of `AppLogger`

What does this MR do?

Original issue: #22812 (closed)

This MR makes use of AppMultiLogger introduced in !22341 (merged) in place of AppLogger, so that we have app logs in plain text and JSON formats.
