Project board names now sorted correctly in CE

What does this MR do?

Multiple issue boards are supported for projects in CE. However, we were not sorting the list of board names like we do in EE. So the sort code could be moved out of the EE specific code.

Actually all the EE specific code could be moved into the CE version.
