Update button label in MR widget pipeline footer

What does this MR do?

Updates text and tooltip in as discussed in !22024 (closed) and #196254 (closed).

I also took the time to refactor the button to accept the text passed to it instead of keeping the logic in the button to make it easier to change and expend in the the future.
