What does this MR do?
LDAP authorization model on a Geo secondary tries to block/unblock a user if he is blocked/unblocked in LDAP raising a PG::ReadOnlySqlTransaction error, for more context see #195988 (comment 269447202). This MR prevents the user state to be updated on a read-only instance.
