Move "Allow admins to disable users ability to change profile name" feature to EE Premium

What does this MR do?

For #24605 (closed)

We merged this feature first in !21987 (merged), but this feature should have been GitLab Premium only, hence this MR reworks this to make this feature GitLab Premium only.
