License check with FF for work in progress limits

What does this MR do?

Wip limits license was not being checked when pushing the FF. Wip Limits is a starter only feature and needs to be guarded as so.

Repro:

• Feature.enable(:wip_limits)
• make sure you have a license
• confirm you can do the following

• Remove your license && rebuild your gdk instance.
• make sure you cannot see the gear.
