What does this MR do?

Changed description under Shared Runners section heading to callout that now, runners on Linux and Windows are offered on GitLab.Com. For the current content, added a section heading, Linux Shared Runners, and created a new section heading, Windows Shared Runners (beta) with content specific to the Windows Shared Runners.
