Remove TODO from dashboard spec
What does this MR do?
This is the removal of a TODO, since we already cover the expectation in the following spec: https://gitlab.com/gitlab-org/gitlab/blob/master/spec/frontend/monitoring/components/graph_group_spec.js#L86
