Docs: Update link to job token feature proposal
What does this MR do?
Updates the link to the mentioned feature proposal, as the issue was moved from gitlab-foss to gitlab as part of the single codebase and then was also marked as a duplicate. This new issue should be the source of ttruth for progress.
