Document self-hosted project webhooks limits

What does this MR do?

Document how self-managed admins can implement project webhook limits.

This is documenting project_hooks limits in the same way we do for other limits like ci_active_jobs https://docs.gitlab.com/ee/administration/instance_limits#number-of-jobs-in-active-pipelines.
