Appplication setting changes in definition of done
What does this MR do?
In https://gitlab.com/gitlab-com/gl-infra/infrastructure/issues/8912 we are looking for a way to automatically handle situations when an application setting default changes, or a new application setting is introduced. This will unfortunately take some time to complete, so the minimal step we can take is to include this information in the definition of done.
I am open to doing this in a different place, but I have not found a convenient good spot so open to suggestions!

Ensure a release milestone is set. -
If there has not been a technical writer review, create an issue for one using the Doc Review template.
