Docs: Include guidance on header titles
What does this MR do?
Add guidance to our doc style guide on header titles.
Note: there is no direct analogue in Pajamas, though the need is different. Example from Pajamas on modals
I've included a table with examples of what we should and should not do (including one case that we should IMO change in the future. Maybe we should include more examples.

3. Maintainer

Review by assigned maintainer, who can always request/require the above reviews. Maintainer's review can occur before or after a technical writer review. -
Ensure a release milestone is set. -
If there has not been a technical writer review, create an issue for one using the Doc Review template.
