Update environments dropdown header
What does this MR do?
The environments dropdown header font size (13px) doesn't match with the other dropdowns in the monitoring dashboard which have 14px.
UX: This MR is a follow-up and have approval from !23942 (comment 279051825)
Note: The dropdown header is still behind a feature flag. So this MR does not have a changelog.
