Replaces separate buttons with button group in error tracking page

What does this MR do?

Replaces two individual buttons in the error tracking page with a button group. To test:

1. Enable error tracking in a project Settings -> Operations -> Error Tracking .

2. Operations -> Error Tracking and wait a few minutes for some errors to appear.
