What does this MR do?

Updates handlebars in yarn.lock file which was flagged with a security vulnerability in our dependency scanning. It not exploitable because it's only a dependency of jest (used in tests) and isn't used in the frontend. Because of that, this is a regular MR only to clean the security dashboard and not a security release.
