Resolve "Reinstate "Update to eslint 6""

What does this MR do?

This reinstates the changes from !24413 (merged) with a small exception: eslint-import-resolver-jest was not upgraded to v3.0.0 as it originally was. This is required to prevent some failures that started occurring in CI jobs running Node 8, which eventually led to reverting the initial MR.
