Nudge users to select a gitlab-ci.yml template

What does this MR do?

Adds the suggest gitlab-ci.yml popover

• prepopulates '.gitlab-ci.yml' and triggers the popover when the param is set, which the previous pipeline nudge will link to, and when the feature flag is set
• when popover is dismissed a cookie is set so it won't be shown again for the same project
