Create ResourceMilestoneEvents whenever milestones are changed

What does this MR do?

Writes ResourceMilestoneEvents whenever milestones on issues and merge requests change. Milestone change notes are generated out of ResourceMilestoneEvents whenever the feature flag is activated. Otherwise the former SystemNoteService will be used.

This is the scope reduced and simplified first iteration of !21513 (closed) and resulted out of a discussion in !24307 (closed) (cc @jprovaznik).
