Correct licenses with an invalid SPDX identifier

What does this MR do?

This change updates a back end job that was failing due to invalid spdx_identifiers associated with SoftwareLicense records. This change updates the spdx_identifier for software licenses regardless of if they had a previous spdx_identifier or not.
