Documentation for ModSecurity UI settings

What does this MR do?

Related to the changes being reviewed in !24747 (merged). Issue: #199889 (comment 290246734)

• Removes mentions of feature flag
• Expands options on how to disable ModSecurity
• Adds the option of enabling/disabling thu UI.

• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
• Security reports checked/validated by a reviewer from the AppSec team
