Updated new/edit wiki page to equal ui elements

What does this MR do?

Within this MR i tried to apply commonly used ui elements to a missing element in the wiki page edit and creation page.
The last time i changed certain pages there was a discussion about using select2. This time I didn't use select2 but I am open for discussions about which technology to use here.
