Refactor npm installation instructions component

What does this MR do?

As per #201730 (closed), this is the second MR following up from !24860 (merged) to refactor the NPM installation instructions in a similar manner.

This moves the generation of the installation instructions into the Vuex getters (the goal being for these to be reusable across other frontend components) and a minor backend change to pass the required info.
