Simplify Web IDE colors

What does this MR do?

In preparation for the dark theme of the Web IDE, I'm trying to simplify the colors in the white version of the Web IDE as well. The background of the file tabs so far was #f0f0f0, but this is the only time that color is used in the entire Web IDE. To make the colors more consistent, we can switch to #fafafa, which also helps make inactive tabs stand out a bit more.
