Drop signatures in email replies

What does this MR do?

Drops signatures when a received email is signed as multipart/signed per rfc1847. In practice, this eliminates noisy signature attachments in comments to issues and MRs generated from an email reply. Since these signatures are unused, we can safely remove them.
