Merge the vulnerability state dropdown into existing page

What does this MR do?
The vulnerability state dropdown was merged in !22823 (merged), but the page that it was added to was moved to a different location and had some additional commits on top of it. This MR is to merge the dropdown into that page, and addresses #207195 (closed).
