Add guidance on writing problem statements to template

What does this MR do?

Help Product Managers write customer-centric problem statements to help distinguish between problem and solution validation efforts. The current template includes the language <!-- What is the problem we hope to validate and solve? --> which may lead Product Managers in describing what is missing in our product and a possible solution instead of the actual customer problem we intend to validate.
