Move secure coding guidelines into GitLab docs

What does this MR do?

This MR is a continuation of Add secure coding guidelines to definition of done !25672 (merged)

This MR moves GitLab security guidelines from the Security Guidelines project into GitLab docs.

  • All files have been added into a single page to conform with existing guidelines for example: Code Review Guidelines and Database Review Guidelines
  • All linting errors were corrected with the minimal possible change.
  • No other content was changed or modified during this move.

I've also created a follow up MR once this MR is complete to Update secure coding guidelines project with new path gitlab-com/gl-security/security-guidelines!9 (merged)
