Create a vulnerability-list component

What does this MR do?

This MR creates a <vulnerability-list> component and a <vulnerability-app> wrapper. It then replaces the HAML list with this new vue app.

The idea here is that we can re-use <vulnerability-list> on the security dashboards once we have everything in place to get them working.
