Change CI_COMMIT_SHA to CI_MERGE_REQUEST_SOURCE_BRANCH_SHA
What does this MR do?
Swaps out CI_COMMIT_SHA for CI_MERGE_REQUEST_SOURCE_BRANCH_SHA in trigger-build script so that package-and-qa is able checkout a SHA to build and test against.
