Reuse Limitable concern with shared examples

What does this MR do?

  • Move Limitable concern under the right directory !25129 (comment 296417757)
  • Create shared_examples to test application limits in any model mixin with Limitable
  • Use Limitable in GroupHook class.

@matteeyah @ayufan If you prefer, we can keep !20063 (merged) as-is and then I can change the target branch here to master.
