Show cluster status (FE)

What does this MR do?

This adds the frontend for displaying cluster statuses on the cluster list screen.

Notes:

• This MR is dependent on !26002 (merged)
• All changes in this MR is behind the clusters_list_redesign feature flag.
• Code review should only start once !26002 (merged) is merged since it contains changes from that branch.

Todo:

• Add status indicators.
• Add/update unit tests.
• UX review.
• Code review (will happen once !26002 (merged) is merged).
