WIP: Produce json-type artifacts in the default a11y template

What does this MR do?

This adds an a11y-json job to the default Accessibility CI configuration template to store a single JSON artifact with the results of pa11y scans on every URL passed in to pa11y-ci

This is a WIP, and depends on the GitLab accessibility container being made available on the registry. gitlab-org/ci-cd/accessibility!3 (merged)
