Add visibility helper for Group Activity feature

What does this MR do?

This MR is one of the 4 MRs to build the backend for Group Level Activity Analytics MVC

It introduces a helper method for frontend to use in !26285 (comment 298607829) to check if the container for this feature is to be shown.
