Group LDAP settings views to unlock membership

What does this MR do?

This MR adds the FE counterpart of that allow owners to modify members of the groups that are locked by ldap, if the proper GitLab settings are set by the Admin.

The Database !26474 (merged) and BE !26520 (merged) dependency had been merged
