What does this MR do?

This MR builds on !26529 (merged) by using the new models in the service classes and finder APIs. REST API support is included.

Since this MR includes the mechanisms that retrieve and create wiki event data, they are controlled behind a new feature flag: wiki_events

• Informed Infrastructure department of a default or new setting change, if applicable per definition of done
