What does this MR do?
Introduce a Feature Flag ci_pipeline_fixed_notifications for Pipeline Fixed notification.
When the FF is off the Fixed pipeline option is hidden from notification settings and no Fixed pipeline email is sent.
The FF is enabled by default.
