Move sidekiq-cluster script to Core (bin folder)

What does this MR do?

In light of gitlab-com/gl-infra&181 (closed) and the decision of moving sidekiq-cluster to Core, here we:

  1. Move the ee/bin/sidekiq-cluster script back to bin/sidekiq-cluster (it was once moved from Core to EE at !11001 (merged) and omnibus-gitlab!3216 (merged) - single repo goals of an EE feature)
  2. Move all files that compose sidekiq-cluster script to Core
