Update cluster-applications image to v0.11

What does this MR do?

Bumps the managed cluster application image from 0.9.0 to 0.11.0. The changes since 0.9.0 are:

• a bugfix for runner chart, ensuring RBAC is enabled
• a minor update for cert-manager and the associated CRDs
• adds vault as a one of the managed applications
